I am on 10.12.3 on a MacPro4,1 firmware upgraded to MacPro5,1 and it works fine.

Using Quartz Debug 4.2.

Display Dell 2005FPW has 840 x 525 (HiDPI) as available resolution.

Display Dell 2405FPW has 960 x 600 (HiDPI) as available resolution.

Using stock NVIDIA GeForce GT 120 512 MB graphics.

I have used this frequently over the years and I have never had it not work 
(except on a 11 inch MacBook Air). Years ago there were several HiDPI settings 
available for each display. Now there is just one.

I've now tried on a MacPro4,1, MacPro5,1, MacBook6,1, MacMini7,1, and it 
doesn't work on any of them.  I did get one HiDPI choice on an iMac11,1.  Well, 
this sucks.

Quartz Debug’s capabilities are tied pretty closely to your specific
hardware configuration, which for your model of Mac in particular can
vary widely. Please take a sysdiagnose and file a bug report.
