Why is it trying to load the cocoon sitemap? Is there a way
to override
this? Is it required for the webapp tp be named cocoon?

No Xalan-specific features. Besides, Saxon works properly when used from
the command line on the same files.
There is nothing in the Weblogic logs or console.
Is there something I need to add to build.xml?
