Uncommenting #exclude.block.axis=true from local.blocks.properties file
and rebuilding it seems to have done the trick.
That probably means that you have Axis (or something similar) somewhere else
on the system. I encountered the same problem on a server at work.

I can't get milestone 1 or 2 of v2.1 working. I've copied xalan,xercesImpl
and xml-apis to Tomcat's endorsed directory but I still get the following
error:
java.lang.NoClassDefFoundError:
javax/xml/rpc/encoding/SerializationContext
have you tried putting the jars in the jre endorsed directory
