Try moving the %TOMCAT_HOME%/webapps/cocoon/WEB-INF/lib/batik**.jar
to
%TOMCAT_HOME%/common/lib/ directory.
(this assumes that you are using Tomcat 4.0.1. )

from cocoon lib to tomcat lib
