I think the repeating morning / afternoon concept has some merit, but
people would need to be assigned to the morning slot or the afternoon slot

For public use, I'd Ask the Webmaster as a courtesy -- regardless of
legality. After all, it is (presumably) their content and they should have
some say in whether it appears on another site. If my content were used to
drive traffic at another site, I'd probably want to know who and where,
etc.

ScrumMaster course -- not because I'm currently managing a team of
programmers, but because I may, in the future, need to do such a thing.

This is not my area of expertise ... but if Work in FRBR doesn't mean
any particular manifestation, expression or item ... what does it mean?

(ACRL or ARL reporting? Marshall Breeding?) I think you will have better
luck than requesting voluntary participation by either libraries or vendors.
Certainly, lots of libraries will voluntarily contribute these kind of
