I had the same problem today -- I changed my email address and sent a new
confirmation code and it arrived right away.

I've had (and have again) the same problem. Ryan has intervened a couple times
over the years, but it seems to come back, and has again. Unclear whether it is
in the wiki, or somewhere in the email delivery stream (what with blacklists
and such these days).
