You could run an Eprints instance (or, I assume, some other Institutional Repository software), which can output a list of the publications from an individual author as an rss feed. Not too much custom work required, if I remember correctly, though it has been a while.

Hi Paul, If you're comfortable with php, which it sounds like you are, I'd recommend the cakephp framework. It's lightweight and fairly easy to get started with. The Tutorial provides a nice introduction to getting started and quickly building a simple CRUD app like you are talking about. It
