KEYLEN/CHANNELLEN are probably a waste, as chances are theyre 23 and 200 in
nearly all irc daemons, but I dont really think you can have too many if
youre sensible - if it helps the client coders, then its worth it

perhaps add CFV165 or PARANOIA into the tags so scripts know they won't
function well because of heavy restrictions :)
