X is not (yet) in the ircu, but even if it were, this would not affect the
ban code too terribly much.

sorry if this question has been asked a thousand times:
a nick is banned in a channel, the user changes their nick to evade it, once
in the channel they change it back to the banned nick and are still able to
talk.
is this normal?
