Incorrect. Any server can issue an AC command; this is deliberate, as in
future versions, users may be able to log in directly via the server,
rather than having to go through services.

have a great deal to do with ircu nowdays (well, except writing the

funny this should be brought up... conferenceroom seems to have had such a
feature for quite some time... when someone changes their nick after being
banned by their nickname the server updates all banlists.
