Pedantically, I personally wonder if the current version would read better
as "requires CService authentication" withouth the use of 'a'

sorry if this question has been asked a thousand times:
a nick is banned in a channel, the user changes their nick to evade it, once
in the channel they change it back to the banned nick and are still able to
talk.
is this normal?

The user had not been in the channel before, the user is not an op and noone
had opped this user then or ever before, the user joined the channel and was
able to kick someone within a few seconds of joining the channel..
