We're in the process of coding "op-levels".
This means that when person A gives ops to B, then person
B can not deop or kick person A. Also, when person A
ops persons B and C, then B and C cannot kick or deop
eachother.
Perhaps this satisfies that you want?

Hi, I would like to know if you have planned to support half-op on
undernet. I think this is a great and usefull feature, and you can
easily mixt it with access on X like 75 to 99 half op and 100+ op, or
something like this.
