Following up on this, it's not ideal, but if in 1.10.9 you want to set a
specific worker process count to, for example, 8 workers then just include:
`worker_autoscale = 8,8`

The autoscale config is commented out since 1.10.10 which is a change from
1.10.9 where it isn't and I think this accounts for the difference in the
behavior that people are
