[~krummas] and [~mambocab], this test fails intermittently on 2.2 with a
compaction hanging at 0 progress. Can you see anything wrong in the test, or
might this be a bug?
Sometimes the original major compaction doesn't move past 0 progress, and
othertimes a second compaction shows up in CompactionSummary despite
autocompaction being disabled, and that compaction stays at 0 progress.
