Tools>Plugins>Installed is not properly reporting which plugins are active. 
Specifically, after activating the Groovy and Java SE plugins there is no green 
checkmark next to them. This seems to work, however, for Base IDE and Tools.

Well you might installed netbeans form apt (the 8.1 release is the latest which 
is there). That is not removed by the snap package.

Use sudo apt remove netbeans.

You might try to start the snap binary from the command line by 
/snap/bin/netbeans

I performed the SNAP install as instructed. Now I get the following messages:$ 
netbeans
WARNING: An illegal reflective access operation has occurred
WARNING: Illegal reflective access by org.netbeans.ProxyURLStreamHandlerFactory 
(file:/usr/share/netbeans/platform18/lib/boot.jar) to field java.net.URL.handler
WARNING: Please consider reporting this to the maintainers of 
org.netbeans.ProxyURLStreamHandlerFactory
WARNING: Use --illegal-access=warn to enable warnings of further illegal 
reflective access operations
WARNING: All illegal access operations will be denied in a future release
then a flash screen that announces that Netbeans 8.1 is launching then netbeans 
flash closes and netbeans ends. Looks like the Netbeans 10 install did not 
remove all of 8.1. Looks like I need a command sequence to wipe all vestiges of 
Netbeans from my Ubuntu 18.04 system and start over with the install. What can 
you suggest?
