I have been using Idea running on JDK 11.
I only need to set the source level 13 and I can use all java 13 features.

It is obvious that IDE platform should not be tightly coupled with project 
platform.

I believe that even when netbeans is run on java 8, we were able to work on 
java 9, 10 features.
