Tested the PR against release100. nb-javac install dialog is displayed, the 
license needs to be approved, that's good. Thoug the negative path when someone 
press cancel on nb-javac install, leaves the IDE with no JavaSE feature 
activated. Which is kind of unexpected. I can manually activate JavaSE though.
So I'm fine with this patch, as it solves the License issue, though I'm going 
to open a new one for the cancel case.

 I don't see this. No nb-javac is installed under the steps as you describe 
them.
