Indeed, NetBeans does not bundle a JRE. You need to do this yourself or inside 
the .conf file in your application's 'etc' folder, you should be able to point 
to the JRE you want to use.

Just be aware that NetBeans 8 is ancient. We're currently on Apache NetBeans 
12, get it at netbeans.apache.org.
