W3C confirmed, that the files distributed by them are covered by the W3
software license, so this special case is not necessary. The full reply is
attached to this issue.
The files from W3C were updated with this - this covers most of the places the
license was assumed to be relevant.
The maven.coverage module was fixed by removing the DTDs. The cobertura and
jacoco DTD don't contain entity definitions, so the DTDs are not necessary for
parsing, just for verification.
