Is the "publishing to Maven Central " valid approach or do distribution and/or licensing constraints by Apache prevent this fully? Is there currently a portal where we can submit new plugins and migrate the existing ones? If the plugin licensing is an issue I am pretty sure that most of the plugin author's would be willing to redistribute their software under the new Apache license if their original license allows it. That may negate the ability to allow plugin uploads anyway?
