This is concerning the pulsar-io/kafka-source. Before I create an issue

The issue seems to be with `DispatchRate` limit. In my case, I need 0.5 b/s
throughput on a single topic. I have set the dispatch rate limit to 4

Hi guys. I am trying to run pulsar 2.11 with bookkeeper 4.15.4 and zookeeper
3.8.0. Zookeeper is running normally. I see the crash on bookkeeper startup
with this error:
