### Search before asking - [X] I searched in the [issues](https://github.com/apache/pulsar/issues) and found nothing similar. ### Motivation Currently (Pulsar 2.11) it is possible to create a topic and set "topic properties", but it is not possible to change them later. It would be useful to have an API to update the properties.
