[BEAM-2899] Add a Bare-bones ReferenceRunner Job Service

This will eventually accept Job API calls and execute a Pipeline using
the ReferenceRunner backend.

This change exists primarily to create the appropriate module and POM.

Add a Bare-bones ReferenceRunner Job Service

This will eventually accept Job API calls and execute a Pipeline using
the ReferenceRunner backend.

This change exists primarily to create the appropriate module and POM.
