I set the option to never delete my filehistory and the folder is ~ 300mb big with 147.864 files and 69.648 folders. So import settings is fast enough, just copying over the filehistory folder took so long. I backuped my filehistory folder and will add it if I really need it someday. I can understand your point [~lkishalmi] will try to provide more information.
First one to say here, this feature is needed, because it doesn't make any
sense to clean your dir from one to another IDE. A lot of people, don't want to
edit there settings again and again like setting spaces, colors, code
completion settings, etc. from one version to another. A lot of people don't
want to have a clean/fresh/new install of NetBeans and edit there settings
again, after they did it for your needs and used half an hour or more to set it
up. This is not working. I know that this sounds unproductive but this is a
real case. And yes I know that a third party plugin can broken it, but NetBeans
should handle those "exceptions" too that this shouldn't take that long.
Anyway, I added my settings from 11.1 because it happens for the daily build
too, that it takes longer than expected to import settings, when I start
NetBeans daily build for the very first time (no cache dir, no user dir).

If I have to delete the user dir, for NB 9.0 again, because of whatever reason, I have to delete this line, inside of the tctracker.properties file again. For me I don't know what this line means, it seems really not a property, it seems, that this is somehow odd behaviour. You can see the line above. tctracker.properties, comes from NetBeans afaik. This was the more or less "bad news". Atm I didn't test anything else except from openeing NetBeans 9 and it works. and found 2 property files. uihandler.properties

Still the same problem. Took ~5min to open and I see the splash screen "start
loading modules..." "Done loading modules..." after this, the splash screen
disappears and netbeans is running in the background as a task with ~290MB of
RAM.

From the logs, it seems to me that access is blocked to the old settings files. The reason might be Windows still holding OS locks on them.
