{{RollingFileSystemSink}} uses a filesystem to store metrics. The key 
{{allow-append}} is disabled by default, but if enabled, new metrics can be 
appended to an existing file.

Given that we can have the {{PathCapabilities}} interface, we can change the 
default of {{allow-append}} mode depending on the support of the append 
operation decided by the {{FileSystem.hasPathCapability()}} call

Follow up patch on HADOOP-16580.

We successfully disabled the retry in case of an AccessControlException which 
has resolved some of the cases, but in other cases AccessControlException is 
wrapped inside another IOException and you can only get the original exception 
by calling getCause().

Let's add this extra case as well.

HADOOP-14982 handled the case where a SaslException is thrown. The issue still 
persists, since the exception that is thrown is an *AccessControlException* 
because user has no kerberos credentials. 

My suggestion is that we should add this case as well to 
{{FailoverOnNetworkExceptionRetry}}.

Many of the tests in

 fails with the following error message running on JDK11:

If you're unsure why you're getting above error read on.
Due to the nature of the syntax above problem might occur because:
1. This exception *might* occur in wrongly written multi-threaded tests.
   Please refer to Mockito FAQ on limitations of concurrency testing.
2. A spy is stubbed using when(spy.foo()).then() syntax. It is safer to stub 
spies -
   - with doReturn|Throw() family of methods. More in javadocs for 
Mockito.spy() method.

The problem is that though we check previously whether the variable 
testDynamoDBTableName ({{fs.s3a.s3guard.ddb.test.table}} config) is not null, 
but we don't do the same for {{fs.s3a.s3guard.ddb.table}} 
({{S3GUARD_DDB_TABLE_NAME_KEY}}) before calling the .equals(), thus causing an 
NPE.

Since we don't need the {{fs.s3a.s3guard.ddb.table}} config for the test, we 
should check first whether that config is given or not, and only comparing the 
two configs if they both exist.

Currently HDFS blocks you from moving files from one encryption zone to 
another. On the surface this is fine, but we also allow multiple encryption 
zones to use the same encryption zone key. If we allow multiple zones to use 
the same zone key, we should also allow files to be moved between the zones. I 
believe this should be either we don't allow the same key to be used for 
multiple encryption zones, or we allow moving between zones when the key is the 
same. The latter is the most user-friendly and allows for different HDFS 
directory structures.

Only if called with no arguments: {{hadoop jar}} we get the usage text, but 
even in that case we get:

Where RunJar is wrapped by the hadoop script (so it should not be displayed).

{{hadoop --help}} displays the following:

jar  run a jar file. NOTE: please use "yarn jar" to launch YARN 
applications, not this command.

which is fine, but {{CommandsManual.md}} tells a bit more information about the 
usage of this command:

Usage: hadoop jar  [mainClass] args...

My suggestion is to add a {{--help}} option to the {{hadoop jar}} command that 
would display this message.
