Yea, we will make `hadoop-compression` after this change. As we change
snappy and lz4 codec to use java library, it actually makes easier to prepare
`hadoop-compression` as if we want to move codec, we don't need to move native
codes, related native code compilation stuffs..etc.

Not sure where is good, we will look at proper place to put extra docs.
