HADOOP-15183 does this as part of the support for partial rename failures: it 
schedules each copy into its own thread, runs a hard-coded 10 renames at a 
time, waiting for all ten to complete before moving on.

No attempt to be clever about sorting big files first so the size of each page 
is ~the same, or other performance tunings. I'm trying to make things a bit 
faster without overloading anything from local thread pools to the S3 shards
