But what about delivery to Moscow (actually to Russia in general), I ordered
Qutopia GreenPhone, and the delivery was canceled and sent back to US as it
received to UK. The delivery company was FedEx, and they said that Mobile
phones are prohibited commodity for Russia

Yeah, but if you enter the device to country as your own property, they
don't prohibit that.
People practice ordering that kind of devices to their friends' address
abroad who is planning to travel to Russia. There are live examples of that.
My colleague bought Nokia 770 using that mechanism. :)
