I had the same problems after upgrading with missing frameworkd.conf and
after i searched a bit i also found two possible packages. Packages
"fso-config-default" and "fso-config-gta02" where the gta02 version
seems appropriate. After i installed this package i got my
frameworkd.conf file back and everything runs like before after a
frameworkd restart.

Ciao,
 Rainer

If you install fso-config-gta02, you don’t have to copy anything anymore
– I assume that that broke it. Try
rm /etc/frameworkd.conf
apt-get --reinstall install fso-config-gta02

no i didn't upgrade, i just re-instaled my debian on the sd.
installing appropriate fso-config and fso-sounds and copying
/usr/share/doc/fso-frameworkd/frameworkd.conf in /etc and manually launching
frameworkd I get this error

you did upgrade your debian, did you?
gizmo posted only a few days ago about the caveats of upgrades because of
changes in frameworkd packages!

cite:

Now a more detailed story: because of the changes above, any upgrade
From previous versions requires manual intervention. This is caused by
the fact that the fso-frameworkd binary package does not install anymore
the general configuration file (/etc/frameworkd.conf), which is needed
for frameworkd to start. However, to allow the fso-frameworkd package
installation, the fso-frameworkd init script does not produce any error
if it does not find /etc/frameworkd.conf. Instead, it tells the user to
check the /usr/share/doc/fso-frameworkd/README.Debian file (attached at
the end of this mail as well).

I have the same problem. The problem is, that the file /etc/frameworkd.conf
is missing.
