If someone wants to repurpose the neo hardware, check out what the guys at http://www.environmental-studies.de/products/pet-tracking/pet-tracking.h tml are doing. They're sold out for now, but they might be worth talking to to see if they want to try and start from a base Neo and just add some custom software to. Random idea as I was browsing the web.
