For example, annnounce @ a.o. has very nice spam filter
in order to prevent spam mails coming from non-apache.org address From:.
Perhaps, announcement @ j.a.o. (etc.) can implement such a function --
then most of the moderators would not get bored by a large quantity of
daily junks.

and I'm not at all sure we want it any more public than that.

I'm not sure if we are using it already, but I use mon for this kind of
things. It is a monitor/alert framework written in perl, and it is
fairly easy to write monitor and alert scripts for it (in perl, shell,
python, whatever).

A monitor using Ken's scripts, plus an email alert to the right list
would go far.

subscription-moderated.  If someone has to approve your subscription,
it isn't an open list.  Looking at the database, I see that one commit
list Tomcat, one for Geronimo, and the Forrest list are all private.
All the others appear to be public.
