Depending on whether it's in the pure compiz package or in the
compiz-fusion extensions, you should report at bugs.freedesktop.org or
bugs.opencompositing.org respectively.

   Looking through the compiz.ini, I don't understand the 
 option format. 
 Example:
 
 as_run_command0 = AltF2,Button0,,0,false
 
   What are the fields? I get AltF2, but what is Button0 
 (none?). What are the rest of the fields?
 
 as_run_command0 = Keys,MouseButton, ? , ? ,(true/false what?)

It's
key, button, edges (e.g. Left|Right|TopLeft), edge button, bell
(true/false).

Slightly off-topic: As a lot of your questions you posted lately (this one
being an exception) were either plugin configuration issues, driver issues
or OpenSuse specific (e.g. the --libgl-fallback switch), you might get way
better response times at the forums (http://forum.compiz-fusion.org) - there
are a large number of people there who try their best to help others. Among
those people there definitely will be people who know better e.g. about
fglrx issues than we do. The main purpose of this list is to dicuss
technical issues about compiz, not (please excuse the wording)
all-random-stuff-that-might-be-related-to-compiz stuff ;-)

Also, before filing a bug report (as asked in your other recent mail),
please make sure to read the bug submitting how-to:
