I too have this problem.
This is NOT a duplicate of bug #985430, but it is a duplicate of bug
#1313446, which has been bumped to Critical status.

Another vote for this. I prefer using shaded windows over multiple
desktops and the Ubuntu 14.04 Unity desktop is suddenly unusable for me
because of this.

I tend to utilize shaded windows (and always on top) a lot in my work
flow. This is a key element that I have LOVED about linux since way
back when i first started using the OS (2007) as my full time desktop
OS.
This really needs to get fixed... sure I can work around it... but I am
sure others
