That might work for the flash drive if it were not so bulky. It would
help the person to have some secure way to keep track of all the
usernames/passwords which are required to access the myriad of accounts
that we all have to keep track of.

We haven't figured out how to change the access profile so we just keep
Fred's thumb on the shelf in a jar of formaldehyde.
There are some programs that have lousy encryption. Check the
manufacturer to see if this is one of them.
It is not recommended to have only one or a few passwords, because if
you are compromised in one place you will be compromised in all.
