Looking for Windows video editor program recommendations. Something
less than $1000 and somewhat user friendly for a novice editor (16
years old), who wants to move forward. Any suggestions will be
appreciated.

For under $1000 you can get a Mac Mini that comes with NLE software
included (iMovie). Why hold back learning with a crummy platform?
