If you leave the battery charger/power unit on and always plugged into the
notebook PC, even when the notebook is off, will that harm the battery, or

Depends on the type of battery and type of charger.
It shouldn't. Of course, one could claim that being connected to the
electrical lines during a thunderstorm is a bad idea. But, unlike
cheap battery chargers, notebook batteries know when they're fully
charged and won't allow themselves to be overcharged.
If you leave the battery charger/power
The battery charger is never really switched off when the battery is
fully charged unless there is a timer which switches off the charger.
For those without timers, there is a trickle flow of current needed to

ever. And laptop batteries have internal circuitry to prevent the
kinds of issues you raise.

I can't recall now how I figured it out. I'm not sure I did, I may
have just bought it after returning the first one and hoped for the
best. But I have checked it with a voltmeter; it charges them fully
before cutting off.
