 In the DC area you can donate them to Project Reboot 
(http://reboot.cpcug.org/), which will refurbish them and sell them at 
incredibly low cost to those less fortunate than we.  Here's an excerpt from 
their website:
"Project Reboot accepts computer hardware and software donations at 
ourworkshop/storage facility in Rockville, MD, from individuals, companiesand 
government agencies. There our volunteers (some experienced, somejust learning) 
refurbish it after testing, repair, and upgrades.Hardware with current 
operating system software is then donated at verylow cost to non-profit, 
educational, religion-based, and charitableorganizations. We help schools, 
senior centers, religiousorganizations, and other groups that work with low and 
moderate incomefamilies, and other needy, local clients...Usually the only 
charge to the receipient is a nominal cash fee to cover expenses and software 
licensing, typically $10,"

What's the best way to get rid of old computers? I have 3 old WinBook
business laptops which were taken out of service many years ago and

  Donate them to a charter school?  To a charitable organization that
will distribute them to those who can use them?
