I have not found the cause as to why this test is failing on windows.
The test cleans up by deleting directory contents created for jar construction,
but for some reason files in the directory become inaccessible so the directory
itself cannot be deleted.

This test has failed for several times on Windows x64 platform, it
should be included by ProblemList.
