Job Description:

Title: Change Management Expert/Lead

Position ID/Number: TSO-OPCP-FA1-RSO1

Location: Hanover, MD 21076

Duration: 12+ months contract with 2 years renewal option

Client: The Maryland Department of Transportation (MDOT)

 

Description of work to be done & project name(s) to work on:

MDOT is in the process of implementing a new system. This new application, 
Capital Management and Programming System (CMAPS), will provide for the daily 
management of the capital program, which includes: facilitating project 
funding/spending requests and approvals; managing project information, status 
and funding; conducting federal aid management; performing cash flow 
forecasting and tracking project cost as well as cash flow changes over time. 
The new system will also facilitate the quarterly programming process and 
creation of the MDOT Capital Transportation Plan.

 

This requested position will lead the Organization Change Management aspect of 
the CMAPS Implementation:

*                     Identify and document Change Management (CM) and training 
needs 

*                     Develop and draft detailed CM strategy, plan and 
associated artifacts.

*                     Lead and manage the execution of the Change Management CM 
plan 

*                     Identify Stakeholders — identify by name and title the 
people, groups, and organizations that have significant influence on project 
direction and its success or who are significantly impacted by the project.

*                     Plan Stakeholder Management — identify the strategies and 
mechanisms that will be used to achieve the greatest support of stakeholders 
and minimize resistance.

*                     Manage Stakeholder Engagement — outline the processes and 
steps that will be undertaken to carry out the planned strategies.
