This update represents fixing the problems that IANA had raised during their
review.  This version was needed because I accidently lost some updates when
-21 was published dealing with deterministic ECDSA.

With this publication, I believe that all issues raised have been addressed
and the IESG should be able to progress to the RFC editor queue.
