It's not your problem.  charter.net's mail server is screwed up. 

Courier 0.36.1 has an option to manually turn off TLS when you find one of 
these turkeys.  Add: 

charter.net:/SECURITY=NONE 

to your esmtproutes file, then mail charter.net and tell them they need to 
fix their broken mail server.
