I work with a large CPAN installation. SOAP.pm and
SOAP::Lite both come with a SOAP::Packager module. So, one
or the other of them breaks.
Should the dist upload process detect this, and refuse to
index a distribution where its contents conflict with the
names of packages in other distributions
