I was looking at this thesis: http://incolumitas.com/data/thesis.pdf and see that the author didn't try to attack the CPAN because "[it] had such a bad documentation quality". I assume* that he means it wasn't clear how to go about uploading a module. And I think he's got a point. It's not obvi
