The original plan was to release Sapphire 10 for Neon, but work on v10 was not
completed due to other priorities. As a consequence, we are falling back to the
latest service release (9.0.5) for Neon.
As far as I know, there are no consumers of Sapphire on the train, so no one on
the train

That's great project. It sounds like a lot effort though (custom server,
separate hosting, etc.). Have you thought about submitting a pull request to
have it supported out of the box by shields.io?
It seems that some services (such as Jenkins, Codeship.io, etc.) are done here:

nice usability enhancements.

Shields server. The idea is to have "shields.io" [1] like little images,
which can easily be embedded into web pages, showing some information
about Eclipse Foundation projects.
