CFT (Eclipse Tools for Cloud Foundry) will be participating in the
Neon simultaneous release.
Our offset is +3.

This is our first release, and we have received Planning Council
approval as an exception for M6 on March 2:
CFT is participating in Oxygen with offset +3, as we already declared
previously in a separate message, but we may miss contribution into M1
at +3 offset and remain disabled, because we depend on WTP (WebTools)
which is not yet enabled.
We'll enable and contribute CFT to the Oxygen Sim Rel build

I've tested Eclipse Tools for Cloud Foundry (CFT) in JEE 2020-06-M3 package and
it looks fine . We have tested CFT in the JEE package for each Eclipse release
in the past as well and those were fine too.
