We noticed that a huge part of the payload in content.jar (for Mars this file is 2.7 MB big) contains copyright notes. We are discussing to remove this from the content.jar file in https://bugs.eclipse.org/bugs/show_bug.cgi?id=463166 IMHO this should result in a significant reduction in download
