2 out of 4 of our download nodes had a high number of connections. I've
restarted the http daemon and everything seems to run smoothly now. This issue
is being tracked by https://bugs.eclipse.org/bugs/show_bug.cgi?id=515596

Our traffic has spiked drastically in the last 8 days. Download.e.o was
out of connections (96,000)
I've restarted the web service on the four nodes, and we will monitor today.
