For the third round of the competition we have updated the Deoxys document
and you can find the new version here (see the changelog for the
modifications we have done in the document):

We emphasize that we have further refined the nonce-misuse resistant mode
of Deoxys to make it more efficient, in particular for small messages,
while in addition providing higher security guarantees (graceful
degradation of security with the maximal number of repetitions of
nonces). In other words, Deoxys-II provides full security (128-bit) in the
nonce-respecting scenario, and when the nonce is not repeated too often,
Deoxys-II still provides close to full security.
