Try -nowatchdog for the startcommand. It's only a workaround, not a fix.

Yeah, I had this happen once too.
It hasn't happened on servers that I have mp_endmatch_votenextmap 0 on and
it stopped on the server that I had mp_endmatch_votenextmap 1 on after I
set it to 0.
Not sure if it was just coincidental. Can you or someone see if it happens
