Is it possible a conflict with the external file with the rest of the
CSS is at fault? Like I said it works fine in Firefox, but IE won't
drop down at all.

Thanks for the feedback. I've gotten so wrapped up in trying to learn
table-less design that I guess the obvious appropriateness to the use of
tables in this instance escaped me.
I think it would be best just to use a table for my calendars, but it's been
good practice anyway.
I'm pretty new to css, table-less design but I'm trying to get up to speed
quickly. I had to put a calendar on the web and I tried to come up with a
useful way to do it using CSS and no tables.
